Plans to create six flats above restaurants/takeaways at 116 Stanningley Town Street have been refused by council planners.
Applicant Abid Hussain wanted to replace existing storage areas with five, one-bedroom flats, along with a two-bedroom flat.
No parking spaces were proposed with the development.
Six letters of objection, including one from Cllr Kevin Ritchie (Lab, Bramley & Stanningley), were submitted. Concerns included highway safety and a lack of parking.
Refusing the application, a council planning officer’s said the development was unacceptable due to the “total absence of acceptable and safe” bin storage provision, as well as a “poor standard” of residential amenity for occupants of all rear-facing bedrooms and living areas.
The report added: “…the intensification of the site would introduce highway safety issues through parking demand on Town Street and nearby streets as the proposal offers no parking provision.”

Its very strange that this application has been rejected for lack of parking provision, when the development of Farsley Liberal Club was passed so esily with absolutely no parking provision. I’d argue that the lack of parking at Farsley was more acute than here as its a much busier area with many shops and other housing all fighting for the same on-street parking, whereas there always seems to be parking spaces outside these premises.. The applicant would do well to appeal and cite Farsley’s example, there appears to be very different criteria at play.
