Horsforth: Have your say on Fink Hill parking charges

A survey has been launched for users of Horsforth’s Fink Hill car park and local residents to have their say on charges there. 

The charges, which were introduced in October 2025 at Fink Hill and five other locations in Leeds, have been the subject of much discussion. Regular users were dismayed to see the charges introduced, local residents have commented on displaced parking in the area and local businesses say that there has been a drop in trade since they were brought in. 

Horsforth Town Council’s Planning, Licensing and Traffic Committee requested a review of the charges in mid July and the public survey which forms part of this review has been launched today. 

Cllr John Garvani (Lab, Horsforth) has already used the survey to express his concerns about the charges, and the effect they have had locally, and he shared his comments on social media:

“Motorists have stopped using the car park and as a result, Fink Hill, Hall Lane and many other local streets have now become the car park. 

“The park side of Hall Lane is nose to tail with cars, making it dangerous for other road users as there is now little room for two-way traffic, with cars often mounting the pavement, putting pedestrians at risk. 

“Fink Hill is only passable two-way with care for cars. For larger vehicles, it is single file only. 

“You were told this would happen by the Horsforth city councillors at the Scrutiny call-in meeting and chose to ignore them. 

“The simple solution would be to acknowledge that charging has caused the problems you were told about, that charging isn’t working and remove the charges.”

The survey is mainly aimed at car drivers but non drivers are also welcome to comment and are asked to clarify that they are non drivers via the text box at the end of the survey.
