Councillors will this week consider amended plans for an additional 233 homes at the former at the former Yorkshire Chemical Works site off Kirkstall Road.
The major new housing development by developer Latimer already has hybrid planning permission for more than 1,600 new homes.
Of the additional homes planned, 232 are intended to be affordable through a Homes England grant.
Revised plans include additional storeys on some housing blocks and replacing some housing with more apartments.
The site is divided into two key areas: the eastern portion, which has detailed planning consent and the western portion, which has outline planning consent. This planning application relates solely to the western (outline) portion of the site.
A report to be considered by councillors says remediation work has been completed, buildings and structures have been cleared and permanent drainage systems, utilities, and the central spine road have been installed.
The river wall has also been replaced, ecological mitigation measures for the River Aire have been implemented and, although not yet open, a new pedestrian/cycle bridge over the River Aire has been installed.
Latimer is the development arm of Clarion Housing Group, which is the UK’s largest housing association. The not-for-profit developer bought the site in 2020.
Council planning officers are recommending councillors approve in principle, and to defer and delegate the final decision subject to a raft of planning conditions being met.
Councillors on the City Plans Panel will consider the proposals in full at Leeds Civic Hall on Thursday, 8 January (1.30pm). The full agenda can be found here.
