Bradford Road: ‘Alien’ and ‘out of scale’ phone mast refused

Amended plans for a 16-metre high mobile phone mast would create a ‘tall, alien and unduly prominent feature’ on a West Leeds street, council planners have decided.

Applicant Three had applied to remove existing h3g equipment cabinet from the existing site in Bradford Road, Pudsey, and install a 5G mast 90m west of the existing site supporting six antennas, and four equipment cabinets.

Three had submitted a prior notification application to Leeds City Council. Prior notification is a procedure where a developer must notify the planning authority of proposals before exercising permitted development rights.

But council planners refused the application, amid concerns over its siting and appearance.

All three Calverley & Farsley councillors objected. Concerns included visual harm and the poor outlook it would cause for residents of Grange Avenue and Grange View.

Two neighbour objections included visual appearance concerns, along with highway safety concerns.

A council report said: “The amended proposal is noted to reduce the height of the mast to 16.0m when compared with the previously refused 20m scheme. However, the reduction in height does not overcome the fundamental harm arising from the siting of the equipment within a predominantly residential setting.

“The proposed relocation of existing equipment from a more commercial and screened location to a more visually sensitive residential corner would continue to create visual conflict and harm.”

The report concluded: “Overall, the mast and associated cabinets would remain out of scale within the domestic surroundings and would represent a tall, alien and unduly prominent feature within local street views, to the visual detriment of nearby residents and the wider street scene.
