Armley: Deputation calls for ‘proper investigation’ over parking problems

By John Baron

Armley residents have called for a ‘proper investigation’ by Leeds City Council into problems with parking and traffic near a busy business park.

Members of the Cecil Road Community Group were part of a deputation speaking to all 99 councillors at a full council meeting at Leeds Civic Hall this afternoon.

The deputation, led by Sarah Abbey, said more than 150 residents had signed a petition demanding action over an alleged planning enforcement failure which they said had ‘devastated our neighbourhood’ for seven years.

Ms Abbey pointed to blocked streets preventing bin collection and emergency vehicle access, abandoned crashed vehicles left parked on streets, late-night tow truck deliveries and industrial noise at all hours.

She also pointed to issues with children navigating damaged cars to attend nearby Armley Park Primary School.

“There has been a complete loss of residential amenity owing to massive increase of garage-related cars and vans left for months,” she claimed.

She said problems had been reported to Leeds City Council over seven years, to eight different Leeds City Council departments ‘with each department pointing to another’.

Parking restrictions were being proposed, which Ms Abbey claimed would restrict residents’ parking but ‘permanently penalise’ local residents.

The deputation asked the council planning enforcement to carry out a proper investigation into the issues, including evening and nighttime monitoring.

“Tensions are growing in the community, with a loss of cohesion and residential amenity, which creates a stressful place to live and work,” Ms Abbey said.

Lord Mayor, Councillor Dan Cohen, said the matter will be referred to the council’s director of city development for consideration and a response provided to the deputation. The response will be published by the council publicly.
