Scaled-back plans for 19 apartments, with a small coffee takeaway and undercroft parking, near New Pudsey Station are set to be decided by councillors next week.
WLD reported last November on proposals for 34 flats off Woodlands Road, close to New Pudsey Station, which had drawn concern from neighbours over its size.
The revised proposals submitted in July say the flats would be in a part six storey and part four storey block off Owlcotes Lane and Woodlands Road, Stanningley.
Council planning officers are recommending the plans be approved in principle, subject to conditions, when members of the south and west plans panel meet next Thursday at Leeds Civic Hall.
There have been 60 objections to the proposals, with two letters of support.
The application is brought before panel at the request of Cllr Andrew Carter (Cons, Calverley & Farsley) who raises concerns over the massing and bulk of the proposed block, a lack of external amenity space and highway safety concerns, congestion, insufficient parking and rat-running.
Support has been received from Cllr Peter Carlill (Lab, Calverley & Farsley), who backs the re-development of a brownfield site given the demand for smaller properties within the ward, along with the development creating local employment opportunities through the coffee takeaway, subject to ward members being involved in further discussions surrounding traffic management in the vicinity.
Council planning officers are proposing a number of conditions, including a £23,000 contribution towards greenspace enhancements within the Calverley and Farsley ward, £30,000 towards a traffic management scheme on adjacent streets to be agreed by highways officers and ward members. There would also be a 15% affordable housing provision.
