An application for 35 solar panels on the pitched roof of The Grove Centre in Horsforth have been refused by council planners.
Horsforth Grove Methodist Church had applied in August for a Certificate of Proposed Lawful Development at the busy community facility, off New Street.
A council report refusing the application said the proposals contravened planning policies because ‘the proposed solar panels are on the front elevation, facing the highway’.Â

It’s so frustrating. The council is aiming to make Leeds carbon-neutral by 2030, and letting people put solar panels on buildings is a great way of doing this. I get that it’s technically against some regulations, but from a pragmatic perspective where we need to bring down emissions as much as possible, I don’t see how some road-facing solar panels are a problem (unless there’s something about the angle that would reflect sunlight into the road and blind drivers?).
Solar panels face up to the sky not down to the road. Who are these bigoted idiots that make up these rules.
The ones on the roof Kirkstall Leisure Centre face onto the main road. How is that different?
Why??
