Green light for Horsforth flats development

Plans to turn an office building into 15 flats can go ahead after approval was given by Leeds City Council.

Permission was sought to convert Springwood House, on Low Lane in Horsforth, into homes.

Nine two-bedroom and six one-bed apartments will be created after Leeds City Council agreed to a change-of-use of the building.

An existing 41-space car park will be retained for residents.

A council planning report said: “The application relates to a four-storey, brick-built office building, located within an area off Low Lane comprising a mix of commercial and residential development.

“A large car park associated with the building is located to the south of the building with access on to Low Lane.”

No formal objections were made to the planning application, which does not involve external alterations to the building.

A design report by ID Planning said residents of the flats would benefit from nearby transport links and a new supermarket planned next to the site.

It said: “The property itself was originally constructed as an office building. This application seeks to change the property to an entirely residential use.”

The report said windows and ventilation systems in the new building were designed to reduce noise from nearby business.

It said: “The submitted noise impact assessment confirms noise associated with the proposed Lidl store is significantly below existing noise levels at the site.”
