Plans to replace an existing paper and paste advertisement billboard with a digitally illuminated LED display have been refused by council planners.
Applicant Wildstone Estates wanted to update the existing billboard at 105 Town Street, Stanningley and had submitted a planning application to Leeds City Council.
There were five objections to the proposals.
A council planning officer’s report said that due to its size, location and illumination, the proposed panel was not appropriate and would ‘harm the character and appearance’ of the area.
It added: “The proposed display unit is not considered acceptable since it fails to comply with relevant national and local planning policy and supplementary documents related to visual amenity and the impact of outdoor advertising upon it.”
Documents submitted with the application stated: “The site has been selected due to its suitability for advertising and will help to establish a network of displays in the area.
“It will be capable of being operated from a central location and significantly reduce vehicle trips for reposting when compared with a traditional poster and paste billboard.”
Councillor Kevin Ritchie (Lab, Bramley & Stanningley) had also objected to the ‘dominant’ proposals. His concerns can be found here. WLD also reported objections from AdBlock Leeds, a group opposing corporate advertising. They raised concerns over the distraction to road users and the impact on nearby residents.
