Outer West councillors to debate community funding applications

Councillors on the Outer West Community Committee are being asked to consider funding a raft of community initiatives at their next meeting – including floral displays, anti-speeding initiatives, festivals and projects.

Members will meet at 1pm next Monday (30 June) at Farnley Hall to discuss the applications in what will be the first meeting of the new look committee.

Funding applications include:

Bramley Community Gym and Activity Space – £3,600

Your Back Yard aims to get people, particularly older adults who may have been isolated and disconnected, more active. The funding will be used to purchase equipment for the community gym, and the delivery of a minimum of 30 taster sessions.

Portable Floodlighting – £4,000 for Bramley Amigos FC

To purchase portable floodlights to use for training rather than having to pay an alternative venue at nearly 4 thousand pounds for 6 months every year. Families can then continue to attend rather than not due to having to change venues and days

Farnley and Wortley Funday – £4,000

A free event provided for families in Farnley and Wortley by LCC Communities team. There will be lots of free activities and stalls on the day such as face painting, donkey rides, and the talent competition.

Farsley Festival 2025 – £4,000

A free one-day event run by Love Farsley CIC held on Hainsworth Park, attracting attendees from Farsley, Calverley, Pudsey, Rodley and the wider area.

Bramley Bins – £1,795.36

To purchase seven new bins in the Bramley & Stanningley ward.

Cooking Together –  Â£6,359

Flourishing Families Leeds would like to start a new Family Cookery Club in Stanningley Primary School to support more families facing poverty who currently are unable to access our help. They would also like to expand their pilot cookery club in Summerfield Primary School into a full cookery club.

Inner West Generalist Advice Service – Â£5,000

Better Leeds Communities looking to build upon the success of its Generalist Advice Service, supporting people regarding benefits, budgets and other support. Outreach locations are now established at New Wortley Community Centre (Mondays), Kirkstall Valley Development Trust (Wednesdays) and Bramley Hub (Thursdays).

Additional Area Resource at Tyersal Park and New Farnley Park – £7,227.40

For the provision of additional area resource staff to be based in Tyersal Park and New Farnley Park between April to September. Activities include grass cutting, pruning, de-littering, emptying of litter bins, removing fly tipping, marking out sports pitches, inspection of play equipment, maintenance of park infrastructure, planting and sweeping paths.

Armley Festival 2025 – £1,500

The grant will be used to run Armley Festival in September 2025 which is expected to attract around 3,000+ attendees from Armley, Kirkstall, Bramley and Pudsey areas.

Outer West ASB road safety and targeted operations – £6,556.80

To support West Yorkshire Police to address the increased issues with speeding, dangerous driving, anti-social driving and anti-social behaviour including that of young people.
This will be intelligence led and allow for 40 hours per ward for a specialist road traffic officer/police constable. Wards include Bramley & Stanningley and Farnley & Wortley.

New Farnley in Bloom – £2,000.28

For New Farnley in Bloom Group to purchase plants and planters to add colour to the ward. The application for funding will secure the continuation of running the group which has been a huge success with all volunteers, partnership workings with Leeds City Council.

Calverley in Bloom 2025 – £2,670.24

For ten hanging baskets in the ward.

Farsley in Bloom 2025 – Â£2,552.76

To fund hanging baskets and planters around the village.

Pudsey in Bloom 2025 – £8,105.16

To fund 20 hanging baskets.

Calverley Carnival 2025 – £2,350

To run the annual Calverley Village Carnival to build community, promote local organisations and businesses and showcase local talent.

Small Grants

Bramley Play Day 2025 – £900

This is a community activity event run by Barca Leeds to celebrate National Play Day 2025 on 6 August at Hunters Greave. Play Day is a celebration of children’s right to play, and a campaign that highlights the importance of play in children’s lives.

Musical Instrument Access – £782.11

The funding will be used to help Old Farnley & District Community Association purchase an array of starter instruments that will be made publicly accessible with two different age groups being available for their use.

Police stinger – £770.96

This grant will be used for purchasing a Stinger and a pack of 50 replacement spikes for the stinger, which can be used against motorbikes, quadbikes and cars to deflate the tyres of the vehicle in a controlled manner and stop these vehicles.

Igbo Union Summer 2025 – £218.40

The aim of this project is to provide children and young people with a fun, safe, and educational day out to the beach.

Pudsey Scarecrow Festival – £750

The project is to bring the entire community together for a fun day where everyone can come together to make a scarecrow, host a pit-stop, follow the scarecrow trail, enjoy the different events in the park or listen to some of the free musical entertainment. Event is on 7 September.

West Leeds Activity Centre – Orienteering challenge -£1,000

To replace the outdated orienteering challenge, a recreational activity that benefits over 4,000 young people each year.

Mobile Climbing Tower â€“ Pudsey Southroyd Summer Gala – £800

Funding will be used to climbing tower to be at the Pudsey Southroyd Primary School Summer Gala on 6 July.

Philip Centre PHAB Club Staffing & Entertainment 2025-6 – £381.69

Tto help the PHAB (physically disabled/able bodied) small Management Team, who are all volunteers, continue to provide a weekly social club evening with the help of professional people which it has done since 1969.

Project Development Team, Leeds City Council – £800

Funding will go towards resources to cover volunteering expenses (e.g. training packs, marketing for recruitment, teas and coffees for volunteers) and create a Project Development Resource pack (which includes basic resources for groups to run).

Arts at St Bart’s – £1,000

Arts at St Bart’s’, intends to provide small but meaningful life-enhancing activities such as theatre and music performances to the disadvantaged local community of Armley and Upper Wortley.

Youth funding

Outer West School Holiday programme – £3,090

The Youth Service will deliver a school holiday programme to young people aged 11-18 years. It will be delivered during Summer 2025, October half term and February half term 2026. This will include trips to theme parks and local activities.

Breeze in the Park 2025 Inner West – £3,850

Breeze in the Park will provide a wide range of activities aimed to excite and enthuse our audience in a range of interest areas, including a selection of the Breeze Inflatables to cater for all ages (1 -19), arts and crafts, sports, messy play, garden games and a range of performances, and workshops.

Pudsey Youth Café –  Â£4,000

Pudsey Youth Café aims to create a safe space for young people aged 11-17 .The sessions include free hot meals, art and craft classes, board games, workshops, and other leisure activities. It’s run by Pudsey Wellbeing Charity.

New look committee

The Outer West Community Committee is meeting for the first time since the council’s area committees were reduced across Leeds from ten to eight to save £243,000 annually.

Councilor Tom Hinchcliffe (Lab, Bramley & Stanningley) is set to be appointed chair.

The committee comprises 12 city councillors from Bramley & Stanningley, Calverley & Farsley, Farnley & Wortley and Pudsey wards and is made up of seven Labour, three Conservative, one Green and one Reform councillors.
