Proposals for a new £130m ‘urban community’ off Kirkstall Road have moved a step forward after formal plans were submitted to Leeds City Council.
The application for New Foundry Square follows a two-week public consultation, which developers say revealed strong support for the regeneration of the disused brownfield site at 177 Kirkstall Road.
The proposals aim to transform the former Thyssen Krupp site into a vibrant, inclusive neighbourhood that blends contemporary living with the industrial heritage of Kirkstall Road.

Forshaw Group say the public consultation showed more than 75% of respondents supported the regeneration of the disused site.
The proposed development includes:
- 504 high-quality apartments, comprising 236 one-bedroom, 219 two-bedroom, and 49 three-bedroom homes
- A 7% affordable housing allocation
- Resident amenities including a gym, sauna, swimming pool, cinema lounge, co-working spaces, 24-hour concierge and nine independent retail units
- Green and open spaces including landscaped gardens, play areas and a new public square.
Lyndon Forshaw, managing director of Forshaw Group, said: “New Foundry Square represents a bold new chapter for Kirkstall Road and sets a new benchmark for development in Leeds.
“It’s not just about delivering homes – it’s about creating a vibrant, inclusive community for all generations.
“We’re incredibly encouraged by the support shown during the consultation and grateful for the thoughtful feedback from residents and local representatives.
“With first-class amenities, green spaces, and an intergenerational approach to living, we’re confident this will be a development the city can be proud of.
“We’re hopeful that the City Plans Panel will recognise the strength of local support and the benefits this scheme will bring when they consider our application.”
The application has yet to appear on Leeds City Council’s planning portal. People will then be able to formally comment on the application before it comes to plans panel for a final decision by councillors.
Last month councillors provided initial feedback on the scheme, ahead of a planning application being submitted.
