Outline plans for 272 flats at the junction of Kirkstall Road and Viaduct Road will be considered by councillors next week.
Councillors will decide whether to approve the principal of a development with flats, ground floor commercial units and undercroft car parking on the former Thyssen Krupp site, which was left empty following the Boxing Day floods of 2015.
Members of the council’s city plans panel are being asked to approve the principle of the development, specifically the layout and scale of the four buildings – which will be between four and nine storeys high and located around a central open space area.
They are also asked to approve the principle of access to the site, which would be via Viaduct Road. 136 car parking spaces are earmarked for the area by developers Prospect Estates.
A planners’ report, recommending the project be approved in principle, subject to a number of conbditions, concludes that the proposal would act as a catalyst for the regeneration of the
area. It adds:
“The form and scale of the proposal would enhance the character of this part of Kirkstall Road and the landscaped open spaces and new routes through the proposal would improve environmental quality and pedestrian permeability.”
The report acknowledges the issues with potential flooding on the site:
“In this case, through the location of the parking at ground level with residential units raised above the flood levels and the use of flood resilient materials, sprinklers and construction methods, the scheme and its occupiers can be physically protected.”

If the outline proposals are approved, another application providing specific design details would be submitted in due course.
It’s also proposed to turn the former Thyssen Krupp offices, which border Viaduct Road, into 43 residential units. Those proposals do not form part of the application to be considered next week.
Councillors welcomed the proposals in principle at a pre-application presentation last May.
As reported by The Dispatch last October, the council is also looking to sell land at the other side of Viaduct Road to Prospect Estates.
