Kirkstall eyesore: Flats development could be extended

A former student hall of residence in Kirkstall could be extended, if recently submitted plans are approved.

Applicant Leeds North Street Ltd have submitted proposals to add 15 new one and two bedroom flats at the former Angels halls of residence in Commercial Road.

The proposals include a single-storey rooftop extension to the existing building and a five-storey extension to the rear.

The applicant says the site is currently vacant with planning permission for 36 studio apartments. The prominent building has suffered from vandalism and anti-social behaviour in the past.

Proposals include an off-white render and grey cladding panels to the building and 13 extra parking spaces – bringing the total to 28. There will also be 15 extra cycling spaces.

A planning statement submitted alongside the application says:

“The proposal would make more efficient use of the site which is in a highly sustainable location, and would provide additional high quality, rented accommodation aimed at young professionals and graduates…

“The addition of 15 units to the existing consented residential scheme of 36 units in the building will not result in any undue pressure on local infrastructure including the highway network, schools and health services. The area is entirely appropriate for housing and can accommodate the proposed additional units, which are targeted at young professionals and graduates rather than families.”

The existing building was a nursing home in the 1960s, but was converted to student accommodation in 2002 and comprised 76 bed spaces with communal lounges, kitchens and bathrooms.

In 2016, planning permission was granted for the conversion of the building to residential development, comprising 36 studio apartments. Permission came despite concern from Kirkstall councillor Jon Illingworth that some of the apartments were too cramped.
