Detailed plans for the second phase of the ambitious Kirkstall Forge redevelopment will be discussed by councillors next week.

The next phase of the multi-million pound regeneration of the former industrial area off Kirkstall Road will feature 96 houses, which include an unspecified number of family homes, and 16 apartments. The proposals are for the first residential use of the site.

Plans also include 1,900 square metres of commercial development – which could be used as shops, restaurants, drinking establishments, leisure and takeaways – new open space and a new public square.

This will form the northern half of ‘The Stitch’, which is a key pedestrian route through the site linking to the new Kirkstall Forge Station, which opened earlier this year.

Councillors on the south and west plans panel will next week discuss the layout, appearance, scale and landscaping of the area with developers CEG ahead of a fresh planning application being submitted early in the New Year.

No decision will be made at the meeting but councillors will offer feedback on proposals presented on the day by CEG.

A planning officer’s report accompanying the presentation says that a liaison group meeting was held last month which was attended by councillors from Kirkstall, Horsforth and Bramley and Stanningley.

Representatives from Newlay & Whitecotes Residents’ Association, Newlay Conservation Society, Kirkstall Village Community Association, Kirkstall Valley Community Association, Hawksworth Wood Community Association, Horsforth Town Council, St Mary’s Church, Bramley Forum as well as a number of local residents who were also invited.

The report – which can be read in full here – concludes:

“In summary, this pre-application presentation seeks to outline the emerging proposals for Phase 2 of the Kirkstall Forge development, which will see the first phase of residential development within the site comprising new family homes as well as some apartments, new commercial space and new public space.

  • Do Members support the scale and layout of the development?
  • What are Members views on the emerging appearance of Phase 2?
  • What are Members views on the emerging landscape scheme for Phase 2?
  • Do Members have any views on the proposed access within the site or parking provision at this stage of design development?
  • Do Members have any other questions or comments at this stage?”

Phase one of the scheme involves building a seven-storey office block, which developers say they are half-way through completing and are due to finish in August 2017. The work includes the first part of ‘the Stitch’.

The South and West Plans Panel meets in Leeds Civic Hall on Thursday, December 22 at 1.30pm. The meeting is open to the public.
