Eight houses could be built in part the car park of Armley Liberal Club, if plans are approved.
Leeds Construction Services Developments Ltd wants to build eight four-bedroom townhouses behind the club, off Armley Branch Road. The plans include demolishing part of the rear of the club.
The proposals include 16 car parking spaces for the new properties.
