Armley: Parking concerns scupper new parade of shops

A new parade of shops at a former mill complex in Armley would have created safety problems on a busy road – and has been refused planning permission by Leeds City Council.

Developer Ayyaz Malik of Structured Acquisitions Ltd wanted to build a parade of four shops and four one-bedroom flats above towards the front of Whingate Business Park. The proposals included four parking spaces.

But council planning officers have refused the Mr Malik’s plans because of concerns about its design, overdevelopment in the area and road and pedestrian safety.

A report refusing the application raised concerns about parking on Whingate and added:

“Due to the size and function of the proposed development, this would lead to an increase in on-street parking which is likely to obstruct the free-flow of traffic and result in and hazardous manoeuvres.”

WLD reported on the proposals last month.

Mr Malik had hoped the development would be the final part of the transformation of the former mill complex and ‘would provide a clear and active frontage to the site’.
